Negative fishing today

Fished the Rush this morning.  Very little activity from the trout.  A cold wind was whipping down stream and made for some poor casting.  At least the rain wasn't too bad.  The trout were holding tight under the banks and to the bottom.  They were not in a feeding mood.  Unrepsonsive to PT, rusty Scud and Hare's Ear nymph.  There were alot of bugs under the rocks.  I think a little warmer weather could bring on some tremendous action.
