Safe Wading on the Mississippi

I'm looking to explore the smallmouth fishery on the Mississippi between the Twin Cities and St Cloud this summer.  Sadly I lack a boat.  All the books and articles I read on the subject suggest some sections are wadeable when the water comes down, but aren't really specific when that is.  I'm wondering if anyone out there has experience wading sections of the river.  At what level is the river safe to wade and access fish?  Is there a magic number in terms of CFS measurement by the USGS?  Also, if anyone is willing to point me toward a more wadealbe section I'd greatly appreciate it.  Thanks in advance.

It's time! There are spots all along the section you're looking at fishing. Get your pole, shorts, wading shoes, lots of clousers, woolly buggers, and poppers. ya can't miss. They're not all big, but they are all fun! I fish that section as much as I can. Holler if you ever want company.

Went out below the Coon Rapids dam yesterday. Caught a few Smallies nothing too big but very fun on the long rod! The river is down low enough to be be very wadable and relativly clear. Black beadhead wooly bugger was the best. Maybe try a differant location this afternoon.

Made it out to the CRD one more time. This time closer to the dam. Perfect evening for wading. Caught lots of fish. Lots of little Smallmouth. Lots of sheeps head, three crappies, and, a few carp. What a tug on a 5wt.! The river is really getting into good wadable condition. I'm done untill next week some time though. I hope somebody will get out there in the mean time and let me know what's going on. Next week maybe I'll try it upstream towards Dayton. I'd like to find some bigger Smallies.
